All social media networks use clues from maps and check-ins to establish local business authorities. Google maps have that by default. 

Privacy

It provides the necessary amount of privacy and control over it. You can share your live location with your friends and family. You can share it temporarily. You can correct information on maps anonymously or report things that are happening live. 

Photo sharing

You can share the best pictures of your life. The fun part is they can become guiding lines for others. Most people can upload 360 photos of places. That provides a virtual tour guide. 

Live

For verified profiles, you go live straight on Google. Akshay Kumar went live and even some other celebrities. 

Seamless connections

All your connections across social networks, devices, mail accounts and YouTube channel preferences/subscribers can be reached.

Well, the above are just some of the obvious reasons why I think Google Maps can become the next social media network. 

Google needs to think beyond - Neighbourly, Google plus, SMS channels, etc. - they are all serious failures.
